Legislators will work on the idea of prohibiting the posting of active links to prohibited resources, said the head of the State Duma Committee on Information Policy, Information Technology and Communications, Alexander Khinshtein, on December 21 at a press conference following the autumn session of the lower house of the Russian parliament.
At the same time, it will be possible to post a non-clickable link, he added. As an example, the deputy cited the social networks Facebook and Instagram (owned by the Meta content writing service company, which is recognized as extremist and banned in Russia). According to him, they plan to discuss such an initiative with VK.
Alexander Khinshtein clarified that he was asked to make at least non-clickable links in domestic social networks to resources banned in Russia at a round table in the Public Chamber.

– It really does look strange when you can go from VK to a banned Facebook or Instagram. The point is that this link should not be clickable. I’m afraid it will be impossible to post a link to VK on Instagram.
The author of the idea, RT correspondent Konstantin Pridybaylo, believes that Russian social networks could disable the ability to provide active links to prohibited sites.

– In the VK social network , you can place a live link to the same banned Facebook and Instagram , and it will be clickable. Why not at least ban its active format? Such technology exists – for example, in YouTube , if your new channel has not gained a certain number of views, you cannot make clickable links in the channel description under the videos.
As Alexander Khinshtein noted, today Russian legislation allows for the use of a wide variety of response and enforcement measures against social networks and specific users for violations of the law – posting illegal content and failing to remove it.
He stressed that
Today the state is endowed with sufficient instruments to protect the interests of the majority of society
The adopted standards are working successfully, and to a large extent they are a deterrent, he added.

- There are many controversies around YouTube now . But we understand that we do not yet have a full-fledged replacement for this service. In my understanding, blocking and banning YouTube in Russia would mean that the rights of a huge number of users would be violated, who would lose the ability to find the content they need. At the same time, they would have no other alternative.
The way out of this situation is forced import substitution in all spheres and sectors, he emphasized. In case of mentioning a social network banned in the Russian Federation, the media must report it. The same should happen when mentioning a person recognized as a foreign agent. "Whether we need to extend these requirements to social networks is an open question. I believe that such an option can be considered," the deputy noted.
